Evidence discipline: why evaluators reward proof over promises
How to replace adjectives with the metrics and specifics that actually score.
Every evaluator has read “highly qualified team” and “proven approach” a thousand times. Those phrases don’t lose points — but they never earn any either.
Claims are free. Evidence is scored.
Source selection boards are trained to look for substantiated strengths. A strength needs a feature, a benefit to the government, and proof. Remove the proof and you’re left with a claim the evaluator can’t credit.
Three habits that change scores
Quantify every past performance example: dollars, headcount, timelines, and outcomes. Name the method, not just the result. And tie every proof point back to a specific Section M factor so the evaluator doesn’t have to connect the dots.
The best proposals read like a case file, not a brochure. That is a discipline — and it can be learned.
